IMHO Item 19 has the potential to bring the wonderful city of Berkeley one step closer to criminalizing homelessness and along with it, poverty! We are in need of more services, not citations. Jesse Arreguín co-authored Item 19 with Linda Maio. After talking with several advocates for homeless rights, he agreed that it was not at all focusing on any solution. He tried to amend it before the date of the meeting but sadly, these amendments failed to garner enough support Tuesday night to pass.

The City Council only voted to request staff to review the proposed new laws and how they would replace, clarify or update existing laws. This is not a done deal yet. Staff will have to bring back their findings to the Council and it will be reviewed discussed and voted on again. No deadline was given for when staff had to complete this study.
